That aquatics and recreation bond was unanimously given the first green light during its first reading on Tuesday night.
The $68 million bond looks to make drastic improvements to parks and facilities.
The bonds would be issued in two series and would be backed and repaid by the city’s existing second penny sales tax.
The money would cover design and construction to revamp Frank Olson and Kuehn Park.
It would also cover $3 million for improvements to the roof and parking lot at the newly purchased Westside Recreation Center.
“Moving this to a second reading, I think just for the community’s sake to understand, is I do believe we have a responsibility to provide community-wide access that’s consistent across the city for all taxpayers,” said Councilor Rich Merkouris.

City leaders say these improvements would make Sioux Falls a more attractive place for families of all income levels.
“You think of the health of this city and its future, attracting a strong workforce, wanting families to live here, raise their families here, having strong quality of life assets is an important component of that balanced with the investments that we make in the typical infrastructure we think about. Whether it’s water, wastewater or roads and such,” said Sioux Falls Director of Finance Shawn Pritchett.
The second and final vote on the bond is scheduled for January 14. Watch Tuesday night’s full meeting here.
